Note: it wasn't even the United Nations that fully published the entire report, but the UK Parliament. That should tell you how little has changed since 2002 when the summary of the report was published and caused a storm of controversy.

.@Disobedientnews has reported on a multitude of cases in which ‘#humanitarianaid’ was used as a cover for criminal activity, including child trafficking, sex trafficking, the production & sale of child pornography. One such ring was run from the basement of UNICEF in the 1980s.
In 2015 - THIRTEEN YEARS - after the UNHCR report, UN forces from France, Chad and Equatorial Guinea were reported to have raped and sodomized refugee children in Central Africa. The incidents were said to involve children as young as nine years old.

This 2015 atrocity involved horrific abuse by child rapists wearing UN uniforms who were reported to lure and "reward" young children with food and water.
The ultimate power imbalance is leading inexorably to the worst abuses over and over again.

This sick misuse of aid was most recently demonstrated in the arrest of a self-styled missionary who mercilessly preyed on Haitian children. Press reports indicate that the abuser, James Daniel Arbaugh, lived in #Haiti for approximately 15 years.

The two-faced reality of abuse in aid work was epitomized recently by the arrest of #JoelDavis, a two-time college dropout and founder of a defunct NGO, who was nonetheless promoted to a position of extreme prestige. #AidToo

Davis worked to ‘end sexual violence in conflict,’ before his arrest for attempting to arrange the rape of a two-year-old and nine-year-old as well as charges relating to child pornography.

It is a weapon, a blunt instrument of power that is wielded to exploit the most vulnerable populations in crisis around the world.
