This is how the book describes meeting with Jonathan Winer.
The Magnitsky Act was essentially Winer's idea.
He's a longtime associate of Kerry.

State Department.
He's known Chris Steele nearly 20 years.
One of Winer's clients at APCO Worldwide is a 1990s Russian oligarch now living in exile : Mikhail Khodorkovsky.
Once, he was the richest man in Russia after acquiring Yukos oil.
Then he tried to bribe the Duma, and Putin jailed him then pardoned him 10 years later.
Mikhail Khodorkovsky connects to a number of the key players in this.
And it's deep.

Mikhail Khodorkovsky has longtime political connections to all the anti-Trump figures, from the Bushes and McCain in RINO Republican land to both Obama and Biden.

Most Americans have zero idea who he is, or the influence in DC.
His goal is clear and it explains US foreign policy -- he wants Putin out, so Khodorkovsky can plunder Russia again
