Please read all 2000+ pages @LarrySchweikart ... I respect your opinion, but I do disagree with you on this matter. Obama did the exact same with "appropriated" funds after authorization to carry out his agenda. This is no different, PLUS it falls under "National Security"
The President of the United States, by definition, is charged as a primary function for National Security. In the Constitution. Trump made it crystal clear he signed the Omnibus SPENDING bill for that reason alone. Begrudgingly.
The military spending, something he was after from day 1, was included, and at a very healthy amount. There are also appropriations for various other items Trump wanted, but the military was by far the biggest win.
$34 Billion exists right off the top for miscellaneous expenses related to NATIONAL DEFENSE as authorized by the Secretary of Defense (General Mattis).... all it takes is one stroke of the pen by General Mattis, and those funds are released... they are authorized.
There are obviously sections written into the Omnibus spending bill, however, none specifically mention border walls, or prohibit the President from measures he seems necessary for National Security. This was a master Trump play... he used the VETO threat to get the military $$
Anyway, that $34 Billion is already halfway there to the estimated cost of the border wall... that is a massive head-start without even fighting for it. And we already know the WALL is being started MONDAY, MARCH 26, 2018
FURTHER: We see another $4 Billion in Department of Defense "Slush Fund" appropriations.... there for the Secretary of Defense Mattis to utilize should he see fit.
Now, for those that may be concerned about the "except for construction" clauses here and there... NONE OF WHICH are enforceable if POTUS deems it a NATIONAL SECURITY RISK... because.... CONGRESS voted to approve the #NDAA !!!! The NDAA specifically allows use of US Army CoE
Just as a refresher: US Constitution, ARTICLE II, Section 2: #1 -"The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States;"
With the NDAA (National Defense Authorization Act of 2018 / H.R. 2810) and passage of "Consolidated Appropriations Act, 2018" Congress has provided both the Authorization and funding (appropriations) for any construction the POTUS deems necessary. This ends up a #WIN
So where is this "Authorization" you ask? OK... #ShowAndTell time...

In short: POTUS Trump KEPT HIS WORD.... He campaigned on building a wall, and whether or not he got the full funding for it in one shot, he obtained at least 50% of it through the #OmnibusBill... which, I believe he knew all along... #MilitaryAndTheWall #MissionAccomplished !
