DHS = Dept. of Homeland Security
ICE = Immigration and Customs Enforcement
HHS = Health & Human Service Dept.
ACF = Administration for Children & Families
ORR = Office of Refugee Resettlement (ORR) helps new populations

1. DHS/ICE detains asylum seeker at border
2. Detained immigrants are transferred to HHS custody
3. ACF is a division within HHS, and in turn ORR is a division within ACF

IOW, a minor asylum seeker goes through this process:
DHS/ICE 👉 HHS 👉ACF 👉ORR
