Similar to the reversal on Vietnam, less than a three weeks after Kennedy's assassination, CIA was recommending that the newly inaugurated President reverse another of JFK's disengagement policies, this time with Castro's Cuba. #JFK2017#FOIA
Perhaps more disturbing, CIA was now formally requesting to work with "riskier", "autonomous" anti-Castro groups who "will not necessarily be responsive to our guidance".
Certainly among these "autonomous" groups operating at that time was Orlando Bosch's MIRR (Insurrectional Movement of Revolutionary Recovery). archives.gov/files/research…
Bosch was a dangerous terrorist listed by the Secret Service in '63 as someone who “possess[ed] a strong threat potential to Pres. Kennedy’s safety”.
Yet within weeks of the assassination, this was the type of group CIA was seeking to fund and support.
With Oswald dead, the Warren Commission completely ignoring the CIA/anti-Castro Cuban connection, and CIA itself engaging in a smear campaign against critics - the issue of CIA/Cuban involvement in the assassination wouldn't come up in any official way until the late-70s.

There's no reason to think CIA hadn't always been working with these groups in one way or another - officially or unofficially - as part of all that was going on with JMWAVE.
But here we see CIA pushing to make the relationship legitimate now that the President who certainly would not have signed off on it has been murdered.
Unless you think Kennedy would have signed off on the CIA working with groups who had sworn to murder him.
Another example of Kennedy's murder allowing the further integration of fascists and terrorists into America's national security state.
Though there was already plenty of this, recruited from the remnants of Nazi collaborators. This formed the backbone of the Green Berets.

Just think it's fascinating to watch #CIA go and say they need to throw tax dollars at groups that A) they admit they can't control and B) are of the type who show up on lists of people who want to murder a President. 👍

Moïse Tshombe, whom Kutner helped "free", was the leader of the Katanga secessionist state set up by the Belgians and the UK in order to break up the Congo during the premiership of Patrice Lumumba.
