Rosenstein was going to try and trap @POTUS with the firing of Comey, but RR didn't know that it would be released HE was the one that told Trump to do it. They wanted to go after his mental stability. And invoke the 25th Amendment

Rosenstein was confirmed 96-6 so the government would go along with him in removing the President from office. POTUS did not take the meetings. He's always 100 steps ahead.
