As part of its corporate social responsibility, China Civil Engineering Construction Corporation (CCECC), the company handling the double-track standard gauge railway from Lagos to Kano, had offered to sponsor selected young Nigerians to study railway engineering in China.
However, instead of making the offer open for interested candidates to apply, the ministry of transportation contacted ministers and top government officials asking them to nominate candidates for the scholarship.
