Are subsidies, benefits and services from the Consolidated Fund of india being siphoned by the Ghosts and duplicates of Aadhaar?
In order to assign an #Aadhaar number at least two Primary IDs are required by the UIDAI - one as proof of identity and another as a proof of address. uidai.gov.in/enrolment-upda…
According to data provided by the UIDAI, in its Affidavit to the SC, only 60 crores could have used the voter ID, 29 crores PAN,17.37 crores a drivers license, 15.17 crores a ration card and 6.9 crores a Passport as their Primary ID to obtain a Secondary ID, the #Aadhaar
According to the UIDAI, almost all the #Aadhaar numbers issued – 99.97 per cent – have been issued to people on the basis of two existing primary identification documents thewire.in/law/most-aadha…
Therefore, at most 60 crore persons could have been issued an #Aadhaar assuming everyone used the EPIC as one of their Primary IDs.
No other combination of Primary IDs allows to generate as many #Aadhaar based on the data of valid and genuine Primary IDs as indicated by the UIDAI
The remaining 58.64 crore #Aadhaar are, therefore, duplicates and ghosts as other combinations of primary IDs required to generate genuine secondary ID Aadhaar cannot add up to 118.64 crores!
Sadly the UIDAI has no clue about the ID used to issue any Aadhaar number so we cannot know which Primary IDs were used or which are likely to be ghosts and duplicates
UIDAI claims that these #Aadhaar numbers have been issued to residents of approximately 600,000 villages and 5,000 towns and cities of India spread across 707 districts
However private enrolment agencies contracted by just 8 State Governments and 12 PSUs have submitted the data for generating #Aadhaar numbers.
After the enrolments were mostly done, in Feb 2018, UIDAI has accused the registrar that recorded the highest percentage of enrolments of #corruption and enrolment process violations and asked them to exit from the UIDAI system
Despite knowing the huge duplicates and ghosts that they enrolled into the #Aadhaar database the UIDAI has never verified the Aadhaar data or audited their database and processes to generate the database
According to the @ceo_uidai, 48% of the #Aadhaar numbers have never participated in iris or finger matching. Given the ubiquitousness of the Aadhaar, this suggests that these are the ghosts and duplicates of Aadhaar
It is evident that #Aadhaar is the worlds largest database of ghosts and duplicates
The UIDAI has admitted in Criminal WP 1811 of 2017 before the Mumbai HC that the Aadhaar biometrics cannot identify any person uniquely
This is just one reason why the insistence on using #Aadhaar, instead of a persons bank account number, as a financial address is not only without substance, it is completely misplaced and corrupt
According to Nilekani “550 million have linked the (#Aadhaar) numbers to their bank accounts and Rs. 95,000 crore transferred into DBT accounts”
According to the Fiscal Strategy Document of the Budget to 2018-19 indiabudget.gov.in/ub2018-19/frbm… Rs. 2,46,133 crore have been transferred through DBT to 52 crore beneficiaries since inception
This raises the serious question: Are the ghosts and duplicates of Aadhaar receiving benefits?
