Jeff Sessions inherited a DOJ that was rife with corruption & political fixers, but his hands were tied until an independent body could clean house – we're about to see the shackles come off on Jan 15 with #OIG report. Sessions is known as the "silent executioner" for a reason.
Sessions could not be the one to come in and fire all the 5th column Clintonistas at DOJ or FBI. It had to come from an independent oversight body, the Inspector General. The sneak preview we already received re: Peter Strzok and their "insurance policy" was just an appetizer.
The OIG report on January 15 will reveal 1.2 million documents regarding the political fixing at DOJ and FBI under Obama/Clinton, complete with raw SIGINT from NSA like Peter Strzok's text messages with his mistress.
As pointed out in this thread, once the 5th column is exposed, all their previous "investigations" become tainted, and immunity deals (like those given by Comey in the Clinton email coverup) can be rescinded.

OIG report leads to exposure and removal of 5th column, which leads to re-opening of Hillary emails, which leads to preservation requests sent to NRC/CFIUS, which leads to Uranium One. This is a delicate dance that's going on.
Justice isn't meted out in the time-span of a one hour Law & Order episode. The OIG investigation took a year to solidly build. Uranium One and Project Cassandra will likely take the rest of the Trump presidency (7 years) – possibly longer. We only get one shot to do this right.
