Heres how it ended up that way...."In May of 2013 by the Prime Minister of Georgia, accompanied by both the Georgian Health Minister and the US Ambassador" a day later its assets were turned over to USAMRIID. Wish I could confirm that but they took down those links.

although this seems to support the conclusion. a study linked from the USAMRIID website. cool.

so anyway, according to the first link in this thread the author suggests the Lugar Lab is a decoy. The real spot is, The Eliava Institute. Which is part of the BWPP, a network/agreement to protect dangerous pathogens. The collectors.

Interesting that a closed lab has this contract though
