Have been constantly telling Scheme ≠ Board. Supreme Court clarifies the same; it isn't rocket science anyway! Alas, who should/will take the correct interpretation of the Supreme Court judgement to the people of TN?
Firstly, Supreme Court didn't order #CauveryManagementBoard be set up in 6 weeks, it is absolutely incorrect. Supreme Court commanded a Scheme to be framed in 6-week period. Media/Parties that are supposed to be neutral rather carried a vicious campaign misinterpreting the Order.
What is a "Scheme" & why is it needed? To unearth Constitutional constraints in setting up #CauveryManagementBoard & to clarify the perplexities & create a complete system in place that'll have perpetual succession irrespective of whichever Govt. is in place in the states/centre.
Constitution grants rights to the states to keep control over their dams. It is 100% impossible to handover control of dams to #CauveryManagementBoard as expected to be constituted overnight via Govt Order. How is it even possible which parties & protestors are demanding in TN?
Constitutional Amendment be brought & passed in both the Houses of Parliament(2/3rd majority). Before that, the control of all dams be handed over to #CauveryManagementBoard ! Forget Karnataka, Kerala & Andhra; our own TN not ready to handover the control of its dams to #CMB !
Assuming #CauveryManagementBoard is set up immediately(cannot happen), the Supreme Court in its earlier verdict on Cauvery dispute only allocated the water shares to the 4 states. Karnataka Govt. can definitely move courts against CMB leading to legal battle over the next decade.
Instituting #CauveryManagementBoard will definitely take sometime considering all these aspects. It is to ensure the rights of all riparian states wrt Cauvery river are upheld. Honestly believe PM Modi Govt. will come with an acceptable solution to this century old problem. *END*

Karnataka Congress Govt. opposes to the very formation of #CauveryManagementBoard & hence didn't nominate members from Karnataka to be part of the proposed Board. Kerala instead of nominating the members overrules the procedure & asks if Chief Secretary can be a Member of Board.
TN Govt. is not ready to handover the control of dams to #CauveryManagementBoard ! So basically none of the states is co-operating with Central Govt. for formation of #CMB ! Central Govt.'s efforts to create a consensus between Govt.'s through Chief Secretaries is also in vain.
Now what do these guys demand when they mean immediate formation of #CauveryManagementBoard when none of the States is ready to come in terms & nominate members? Empty Board without any representation from respective states? That's DMK-Congress formula; giving useless solutions.
PM Modi Govt. is interested in permanent solution hence went to Supreme Court to define "Scheme" after taking all the steps to engage with different State Govt.s. Once the Supreme Court interprets the word "Scheme" in detail, these State Govt.'s cant drag their feet & do drama;
hence Central Govt's present petition seeking clarification is to bring permanent solution to the decades old #Cauvery dispute. You may ask why Central Govt didnt do it the very next day of Supreme Court's order? Why did it wait for full 6 weeks? There is only one answer to this.
& that answer comes from common sense; not any knowledge of law. How'll Central Govt know that State Govts will create different hurdles in formation of #CauveryManagementBoard before 6 weeks? How will CG know that Kerala will ask for CS's nomination instead of technical members?

TN Govt. has done right thing by detaining Professional protestor Piyush Manush. The lies this dolt has been spreading off-late cuts Sorry figure even among people who supported him initially. Recently he gatecrashed Pothys & compromised after getting a cheque of some ₹7 lakhs.

I am terribly upset with actual facts not taking place in the discourse with regards to NEET Exams for candidates from TN. First let us stick to facts.
In 2017 82,000 candidates appeared for NEET from TN.
In 2018 it is 1,11,500 candidates are appearing for NEET from TN. (1)
Compared to 2017 & 2018 candidates writing NEET has risen by 31% from TN. So, even NEET Exam Centres have been increased to the tune of 25% in TN. Out of 1,11,500 candidates, 110,000 candidates are allotted Exam Centres within TN. (2)
The rest around 1000/1500 were given the nearest available centres in neighbouring cities based out of their choice. Those who are appearing in Delhi/far away cities to write the exam have only been allotted centres out of their choice. Students have opted for these centres. (3)
