We now know all that was done to get Trump Elected. They needed all of it to take three typically democratic Voting States and turn them by the narrowest of margins.
I believe they were smart enough to know something else.
I believe they knew if they were able to pull this off there was one problem that they needed to address.

They needed to hit us everywhere. Anywhere they could. We may never know everything that was done but it was well beyond the Swing States.
