I have been screaming about the 93rd Amendment since Day 1 - the ground has shifted in institutional/control space in India in the meantime. This is the story of inaction (hopefully not cowardice)
This is the story today : Essentially Minority Aided and Unaided in Mumbai are 100% reservation free. timesofindia.indiatimes.com/city/mumbai/de…

Let me try :
1. Post Stephens - minority aided could admit 50% from their own community
2. In the remained 50% quota there were laws imposing a quota shape.
3. In 2001, MH Govt ordered quota shape in 50% of OBC

Immediately challenged by Xaviers - the detente was (per my understanding) - SC/ST quota was allowed but no OBC quota. So the shape (in aided minority) was
15% Mgmt + 42.5% Minority + 11.25% for SC/ST and 38% Open.

In the mean time Sonia/CON passed the 93rd Amendment - which exempt aided and unaided from any quota. As time passes - and #core is ignored, this is the new normal here. In Nov 2017, Bombay HC declared the 2011 order unconstitutional
(2001 order) citing the 93rd Amendment. Now , minority colleges are :
15% mgmt (can attract elites) - 42.5% own minority - 42.% Open Category. What is amazing is how #IOI just nonchalantly uses new terminology -- next tweet.

Not to mention that minority aided have no reservation in teaching cadre. I have blogged about the Tamilnadu case : Prof Ilangovan vs TN. Also in minority aided schools. What will happen in 10 yrs? 20 yrs? They will change the landscape as they have in TN/KL. #core1
On top of this - MH govt and the PJ at the centre are not showing ANY signs of awareness. Instead introducing Tutoring Regulation laws and Fato steps.. H cant recover from 93rd - warning. /end
