Did they ever go to that high school or university?

What tax records exist for them? No, not what they paid, but whether there's a tax record at all.

The key thing - beyond the people who are on radar *already* - is to find markers that already exist in accessible databases.

Military & Federal law enforcement. Critical government contractors. Etc.
