Some background on this 2nd nerve agent attack in the UK 1) Per @OPCW nerve agents - one kind of lethal chemical weapon - got their name because they affect the transmission of nerve impulses in the nervous system
2) #Novichok is a group of nerve agents developed by the USSR starting back in the 1970s under a covert program code-named Foliant. The scientist who developed Novichok exposed it publicly in 1991 and defected to the US
3) The component parts, or "binary agents," that make up Novichok aren't banned under the Chemical Weapons Convention - when combined they make Novichok which is a banned chemical weapon.
4) Novichok can be a liquid, gel, or ultrafine powder (clings to things like clothes making it easy to disburse)
5) It can be ingested or inhaled and acts rapidly. There are different views on its shelf life (which impacts analysis of whether the Novichok batch used in the Skirpal poisoning could have been the same stuff that poisoned two others this week
6) Novichok blocks the action of an enzyme from breaking down a certain protein. This buildup interferes with the brain’s communication with muscles and glands which in turn leads to uncontrolled secretions in the lungs and mouth, diarrhea and vomiting and more @business
7) Novichok, according to myriad countries, was deliberately used by Russia against Sergein Skirpal and his daughter. The first known deliberate use. Russians used polonium in 2006 against Alexander Litvinenko.
8) The latest poisoning could have been remnants of the Skirpal attack, or it could be separate Novichok, TBD. Either way a lot more questions that answers including: How and when did Novichok get transported to or manufactured in the UK?
9) Do UK authorities now feel confident that they have appropriately identified contaminated area and persons from the Salisbury poisoning?
10) Do we have intel on other Novichok batches or Russian CW movements?
11) Let's not forget the gruesome CW threesome: Russia used CW against Sergein Skirpal, Assad uses CW against his own people, and Kim Jong Un used CW (vx agent) to kill his own brother in law
12) we bombed Syria in 2017 for their CW use then did so again with the UK and France this year for using it again. Begs the question of how we punish Russia.

.@VP did cite covert action, front groups, and propaganda in his speech - in my experience you don't publicly reference covert action unless there's been a substantial discussion with the IC about publicizing this info.
question is what mission of this reported China covert action was / is? Sow divisions? Create confusion? Are Chinese bots fighting with Russian ones in cyberspace? via @USATODAY…

Prepping for my discussion tonight with @secupp and want to highlight this section of @realDonaldTrump 's UNGA speech: "The United States is the world’s largest giver in the world, by far, of foreign aid. But few give anything to us."
The US foreign assistance budget is designed around where assistance is needed. We consistently review needs to make sure our $s are well spent, but we have not, to date, used $ to buy something in return. We have used foreign assistance to ease suffering, grow economies, + more
bc we determined that these objectives were in fact "giving" something back to the US and our national security.
