This is how Twitter is making conversations more "meaningful". Certain phrases, behavior, users, hashtags are filtered out of searches and other interactions, which puts some answers behind the "view more replies" filter. Conservatives, please read and RT.
You notice this if your tweets aren't being seen by all users, only by your followers, or if certain content isn't seen by all. When likes/RTs drop, it's likely because of the QFD - quality filter discrimination.
Lots and lots of Conservatives have been complaining about this, but didn't know how it was happening. This explains it pretty well. Based on my personal experience, this rings true.
