2.) A tip on a flight from Little Rock came in that was supposedly a DOJ Boeing 757 being loaded down with boxes & I went straight to the source! @DocWashburn 
3.) Looking at the info that was passed from a airport employee the tail number checks out as belonging to the Department of Justice.

🚨Update on this aircraft:🚨
Today this same DOJ plane went from Richmond back to Little Rock. As it approached it went dark & fell off the radar. Eyes on the ground confirmed the flight landed. It stayed for a few hours & flew back to Richmond. Same flight path on 08/03/2018
