Actually you may be able to disband agency 2 as well. Instead of Swamp secret police we should just tighten immigration policies and do something Wallish on our borders.

Some type of counterintelligence agency I think is necessary. Because our adversaries, Muslim Brotherhood, China, Russia, are pretty serious about subverting us.
