The artifacts that belonged to other cultures, such as the Egyptian mummies, were not “stolen”. They were all donated to the imperial family in the 1800s.

Update: There is a chance that the skull of Luzia survived the fire. They are still trying to get to the room where she used to be. She was locked in a metal chest when the fire started. #MuseuNacional

Firefighters found a skull amid the rubble. It may be Luzia, the oldest human fossil ever found in the Americas. A group of experts will analyze it now.
Although our government does not really care about what's happening, some people are doing everything they can to recover some artifacts.
This firefighter burned his fingers today as he searched for Luzia.
The heat emanating from the pieces of iron melted the glove he had on.

Bottom line: if we have no other way of accessing the original photo, then basically it is not in the public domain.
And the rule applies not only to the RCT, but to all the institutions that charge for the reproduction of historical photos. I am still trying to understand...
