Retweet, fav, follow and tweet conservative media folks or other bots - build a following. The more followers bots have the more legit they look - same goes for RT/fav and comments
Note 1: notice neither @scootersaunders or @kelliebitter 'follow' @RyanAFournier - he just follows so they get a verified follower to boost credibility and show that other 'people' agree with this bot propaganda. They don't follow him, cause that would be too big a red flag
Note 2a: check out @scootersaunders first tweets - all in the last 2 hours - all replies to verified people or other bots - to get exposure - show up on verified users comment section for more exposure - get other bots to RT - bots helping bots
Note 2b: notice the same thing with @kelliebitter - RT Fox News (go figure) - and using the rallying cry 'release the memo' -

CONCLUSION:
This is how a bot is made - @RyanAFournier is likely working with people creating or updating old accounts - he follows them - they follow each other - they RT/fav/comment celebrities and other bots to amplify effect - ultimately pushing their political agenda

2) #releasethememo first appeared on Twitter 1/18/18. I'm not 100% certain, but this is the first use of the #hashtag I can find - at 1 PM PST from @clasimpmv -let me know of any earlier. Note ZERO RT's or favs - which I find very strange since thats not bot MO
