Rosenstein had no business even being at Kavanaugh hearings. In his current capacity in charge of the Mueller probe, he should have explicitly stayed away. Now the appearance is he traded an @FBI whitewash investigation to Trump for him to back off of Rosenstein. He's a sucker.
