It turns out that the Progressive wave of the 1890s was a repeat of the Civil War populist evangelism, except that overt Christian references were partly substituted with the new language of Sociology. America underwent a number of Revival Waves:
1828- backwoods new york- great lakes (mormons, adventists)
1858- Urban North (co ed, reform college 'oberlin'' abolition)
1890s- upper midwest-chicago 'the new grad schools' dewey, james)
1914- progressivism

All through East Asia you can find mega-cities without dangerous ghettos. This does not exist in the west East Asian societies have a conservative ethos of hierarchy and repressive homogeneity.
My haunch is that this is why they can have orderly mega cities.
