The company I worked for were paid by the British Army, Thames Water and other water companies BEFORE we tendered for work.
This was done by backhanders.

Deutsche Bank was notorious for taking back handers for work.

Football tickets, holidays in Portugal could win jobs were hundreds of thousands.
