I have another proposal.
The House of Lords should be abolished. Instead, a lottery system is applied, entering all UK citizens aged 18-65.
Those selected are offered to become representatives for their area for ten years: 1/n 5 years of training in economics, law, philosophy, policy at home and abroad and public health. 5 years of active representation.
The salary would be considerable but strictly prohibit 2nd jobs or even investments of any kind.
At 10 years the next trainee takes over.
