Indira Gandhi was PM of India, and the exhibition was by a Federal body of Russia. Despite this, Indian embassy in Moscow or Russian embassy in India kept silent about this. There had to be some protocol about government contact, right?

I believe @RahulGandhi , being the blathering idiot that he is, has actually lost the advantage @INCIndia has in the #Rafale issue by speaking without thinking. #Thread
So far, #Rafale discussion has been about the cost to the nation. Although even that was all hot air and faff, as a confusion and misinformation tactic it was effective.
Although BJP could well explain the cost figure differences like that fact that the cost Congress keeps talking about was just a bargaining point and never agreed upon in a contract, it’s quite well known BJP has been ineffective in communicating this to the masses clearly.

My take on #Rafale:

1. Defence purchases involve secrecy agreements, but they don't necessarily cover price disclosures.

2. Armament sellers want to strike the best possible deals with multiple countries, so it helps them if prices are kept secret.
3. But India as a buyer of armaments has quite a bit of market power, and can contest conditions imposed by sellers. Buyers can also force sellers to conform to democratic transparency and disclosure requirements.
As @SushantSin shows, the current government had acceded to sharing price information in the past. But then changed its mind.

1n "CLASSIFIED" is WHATEVER the providing party determines to be classified, REGARDLESS OF ITS NATURE. For Rafale engaged in fierce ongoing competitions, price is VERY SENSITIVE
2n EQUIVALENT PROTECTIONS: A whole section gives the Providing Party (FRANCE) to decide classification and obliges the Receiving Party (India) to enforce such classification and NOT DOWNGRADE the secrecy levels
3n REITERATION OF SECRECY: so important that a whole another article is added to REITERATE that secrecy is at the core of strategic trust. Note the language here "organisations" is clearly jargon for Nuclear organisations, meaning Nuke modifications absolutely cannot be divulged
