It's August, & time for a proper #BrexitBreak.

Before I disappear, a few key reminders of the staggering route to summer which Britain's political life has taken this year.

Warning. You might get dizzy, & feel slightly sick.

Thread/1
2. It started with a draft Agreement back in Dec 2018, where everyone was backslapping at their own Brexit brilliance.

Memories can be short, so remember Britain agreed to pay a financial settlement in recognition of its obligations & liabilities.

ec.europa.eu/commission/sit…
3. You may also recall the no hard border promise:-
"In the absence of agreed solutions, the UK will maintain full alignment with those rules of the Internal Market/Customs Union which, now or in the future, support N-S cooperation, the all island economy & the...1998 Agreement."

104 pages of the #Brexit #WhitePaper reduced to 10 slides.
Especially for those concerned for @BorderIrish, @BelfastAgmt,
& with more sense than time.

@DPhinnemore & I have scrutinised the WP in light of #JointReport commitments to NI/IRL & the UK's alternative #backstop.
1/10
A bit of context-setting (plus explanation of our imaginative colour coding).

The White Paper is in part an effort by UK govt to prove a NI-specific #backstop to be unnecessary. But remember Protocol for NI/IRL in the Withdrawal Agmt is abt much more than a customs border.

2/10
A reminder of where we are up to on that Protocol on NI/IRL in the draft Withdrawal Agreement.

With added stars 🌟 to identify which bits the White Paper attempts to address (or negate) most directly.

Before the #whitepaper we thought amdts from Tory Remainers would be the big story this week on the #Brexit bills

Instead, after number of govt resignations, all eyes are on Brexiteer amdts to #CustomsBill

But what do they mean & what are some of the other amdts? 1/
ERG amdts
-prevent govt from collecting taxes/duties for territory without reciprocity
-NI can't be in separate customs territory to GB
-have to pass Act of Parl to participate in customs union
-remove powers to govern VAT of goods from territory if in a customs union with it 2/
1st is most difficult for govt as it goes against the govts customs proposal which would require the UK to collect tariffs on behalf of the EU

More info here: instituteforgovernment.org.uk/explainers/pms…

Other 3 are compatible with govt policy but would prevent movement to a softer #Brexit 3/

If May's goal on #Marr was to sell the #WhitePaper as 'Mansion House tweaked', it was not a successful outing to the BBC. The divergence from original Brexit promises has now been exposed completely.
First, a few points of clarity. May's claim that UK has to stick to "EU rulebook" to trade is simply not the case. "Mutual recognition" could allow for trade in goods to continue & give UK real autonomy (look out for new IEA research tomorrow: telegraph.co.uk/politics/2018/…) #Marr
Second, May is right that UK would want to keep a bunch of regulatory standards set by the EU. But there are plenty that are bureaucratic and harmful that UK would want to scrap too! (See IEA blog series here: iea.org.uk/anti-competiti…) #Marr

Here is what Andrea Jenkyns, the @Conservatives MP who accused @The3Million campaigners of fear-mongering and blocked me after I asked questions about her position, has to say about the #Brexit #WhitePaper. I am lost for words: there is nothing about this in the White Paper! 1/
So that tweet is a big fat lie. But of course here’s the thing: even if something about claiming benefits was in the White Paper, EU citizens who come to the UK to work and live of course *are* British taxpayers (and contribute in so many other ways). 2/
Obviously I cannot challenge Jenkyns directly because she has blocked me. But perhaps she does read this:
Your tweet is shameful beyond measure and low even by your standards: you must know this is false and yet there you are, blowing the dog whistle with a lie. 3/

First take from #WhitePaper Foreword.

There’s a new mantra. “Principled & Practical Brexit”.

Apparently it is in our national interest. And so together *we* must now get on and deliver it. To secure the prosperity & security of our citizens for generations to come.

*Coughs*
Foreword from our new Brexit Sec sings about our “unprecedented economic partnership..unrivalled security partnership & and unparalleled partnership on cross-cutting issues such as data, science, innovation”.

Isn’t that called the EU? /2
They don’t call it a #WhitePaper for nothing.
(Cheekily note the tiny heading)

THREAD

I'm reading the #Brexit White Paper here. Its utter #cakeism. EU will say no.
assets.publishing.service.gov.uk/government/upl…
This is incredible. So the UK wants a common rule book for goods, but not services, membership of agencies ...

Who's going to be the fucking arbiter then? If not the ECJ!?

#Brexit #WhitePaper
So we're at association agreement. Not FTA.

First blatant non-sequitur of the #WhitePaper: FTA will give continued frictionless access at the UK/EU border.

Unless working assumption is that the 'friction' can be managed 'away from' the border, which is a distinct possibility.
Will keep reading...
It's a 'free trade area', but not as we know it.
Both 'the letter & the spirit' of @BelfastAgmt to be honoured in #Brexit.
+
The UK will agree an operational legal text for a #backstop for NI... but will negotiate a future partnership that ensures that this will not have to be used.

In keeping with Joint Report of 8th Dec.17

Nothing to look at here, folks.

Just a country losing all control.

Nobody can even articulate why.

#ThinkAgain #PeoplesVote
Any time @UKLabour want to step in & stop this Brexit wrecking ball, that’d be grand.

Change policy, Labour.
Back a #PeoplesVote
Back Remain.
Articulate why.
It’s not hard.

That other way, madness lies.
Y'know that feeling when you quickly do your homework on the back of a crisp packet on the school bus...

Brexit #WhitePaper now heavily delayed, like, well everything else except Brexit itself.
