I disagree strongly with the orderās suggestion that state sponsored resources must either be subject to a Minimum Offer Price Rule (#MOPR) or some alternative mechanism for āaccommodatingā the effects of state public policies.
That rationaleāwhich is not adopted by a majority of the Commissioners that support the orderāis ill-conceived, misguided, and a serious threat to consumers, the environment and, in fact, the long-term viability of the Commissionās capacity market construct.

2/ BACKGROUND: One of the great discoveries of the twentieth century was that our Milky Way is just one of billions of galaxies, each one different from the last. 
3/ Despite this diversity, galaxies in the local Universe mostly fall into one of two categories; either they contain large amounts of gas which fuels ongoing star formation, or else their gas has been exhausted and star formation has ceased.

(2) This reminds me the 1960's on college campuses. The professors "laid down" in the face of radical protestor demands, rather than being responsible adults. We all saw (and see) how that went.
(3) Just over one generation later, the academy has become completely leftist, and the students run the asylum. Or perhaps as accurately, the academy has become the asylum.
