UCC had opportunity to comment on the #Data.Protection & Privacy Bill. The enactment of this law is long overdue. A comprehensive law on the collection & processing personal information gives effect to the right to Privacy envisaged under Article 27(2) of the Constitution
UCC welcome the protections offered by the Bill in terms of export of data, breach notification requirements, data subjects access rights, automated decision making, compensation and the right to be forgotten and provision for financial and penal sanctions for breach of the law.
Distinction between Data collectors & data controllers.
The Bill should however clarify & distinguish Data Collectors, from Data Processors & Data Controllers. Clause 2 is inconsistent with international good practice which provides for two broad categories of Data Controllers

Thanks @Buttarelli_G for this Op-Ed: "Big tech is still violating your #privacy" The "take-it-or-leave it" 'consent' approach shows how strongly network effects lock-in people washingtonpost.com/news/theworldp…
to the incumbent platforms. It's a paradox that the Founding Fathers in the US were fearful of accumulation of power in government but that recent successive governments have let the accumulation of power in Big Tech unchecked supposedly on the belief that competition would keep
actors in check. When #data is increasingly perceived as being an essential facility for a at least number of sectors and its dominant players, it is consequently challenging to build a service which provides the choices that competitive markets are meant to provide when

0/ Thread. Having spent some time with @Nicolas_Colin on his new book HEDGE about #tech, #entrepreneurship, social #policy and the future of the Safety Net, I'm sharing some things that stuck with me, and why HEDGE is one for the ☀️📚📝 #readinglist amazon.com/Hedge-Greater-…
1/ @Nicolas_Colin is thought-provoking not least because of his vantage point - graduated from the French ENA, worked at the top of the French civil service, set up his own company, and invests in startups all over 🇪🇺 with @_TheFamily
2/ Im not one for party politics, and HEDGE isn't about that. It's a book that speaks to the zeitgeist of the #techlash and ways for #startup #founders and #politicians to think about smart, sensible policies to build an inclusive Safety Net 2.0 📖

The EC website publishes a list of registered voters and their personal details including gender and voter ID, both of which are considered sensitive personal information. How do we balance: Personal #privacy and Public accountability bit.ly/2ALpQTY @alokpi @pandayjyoti
The ambiguity extends to other public databases such as land records, list of MGNREGA beneficiaries, First Information Reports, and court records, which are currently not in conformance with the draft #privacy bill by Justice Srikrishna Committee

Let's discuss this topic for this week's #GEMChats on #entrepreneurs and #entrepreneurship.

This week's topic is #Venture #Capitals and what is funding like for #womenentrepreneurs!

Please follow us, RT, reply and Like our #thread to discuss this topic.
In June 2017, @HarvardBiz published an article questioning the discrepancy in VC funding for #entrepreneurs of different genders.

In the US, #female entrepreneurs own 38% of the businesses in the country yet receive only about 2% of all venture funding in the whole country!
Some of you answered the poll that the reason for this phenomenon is that there is a lack of female VCs.

The #data however speaks otherwise; the number of female VCs has increased to 7% from 3% in 2014 and yet the funding gap has only increased.

Why does this happen?

Thread (1/7): @TheEconomist published a Special Report Titled "Fixing the #Internet", which relied on #Centralisation as its core lens

Huge victory for a technical community that has spent decade explaining how the architecture & ethos of the internet are under attack.

6 arts!
2. "But like Sir Tim, many people have recently become more critical of it (...) At the heart of their disenchantment, this special report will argue, is that the internet has become much more “centralised” than it was even ten years ago."

3. #Decentralisation is ultimately a question of #democracy. As digital technology penetrates society ever more deeply & the two become ever more intertwined, the rules of the former will increasingly govern the latter" economist.com/special-report…

Today, @NITIAayog released a Discussion Paper titled ‘National Strategy for Artificial Intelligence”. #AIforAll
niti.gov.in/writereaddata/…
We provide our initial thoughts on the paper here. 1/n
We welcome this initiative by @NITIAayog, but a call for comments would have been a welcome addition. The paper takes important steps forward from the #AI Task Force report released earlier this year by the DIPP, Ministry of Commerce and Industry (dipp.nic.in/sites/default/…). 2/n
This paper attempts a more holistic look at a broader range of issues concerning AI including #regulation, #ethics, #fairness, #transparency and #accountability. However, a number of issues still remain with this paper. 3/n

We also thought carefully about #diversity and #representation in #artificialintelligence and how we should address #bias and #prejudice

So you might have heard that Facebook has suspended #CambridgeAnalytica and Strategic Communication Laboratories (SCL) for fraudulent use of #data extending back to 2015. newsroom.fb.com/news/2018/03/s… Here's how to check your privacy and ad settings on @facebook. A thread.
Anyone that uses Facebook has probably given permission to an app at some stage. Maybe you use FB to sign into other sites, or you wanted to see some future predictions for fun. That's grand, but they retain access to your data even after you stop using them. Here's how to review
First go to your drop down menu & click Settings. Then click Apps. Review these carefully. For e.g. I use Kickstarter and 9gag frequently so those are grand, but see the ones like Klout and Giveaway widget? I'll want to remove permissions for those, even if only I can see posts.

New #eprivacy rules = more flexibility for all businesses to process communication data w/ user consent. Under current rules #telecoms can't
