Italy has a more confrontational approach to the EU picking fights on migration, the EU budget and Italy’s finances. Salvini has driven the agenda on immigration, and the League has benefitted – polling 30% vs 17% in the general election
Italy’s run in with EU has been milder then feared. Plans for a 2.4% budget deficit are a big climb-down from early plans for a 7% deficit. If both the Five Star and the League can claim victory, the optics of spat with the EU will matter more than the substance of the budget.

Sea arrivals in #Spain are increasing.
But the closure of a #migration route doesn't mean that automatically migrants just move to a different one. There is little evidence of a 'route replacement' trend.

This is an important reminder that 'immigration policies' can affect migration flows but are hardly the only factor at play. The drivers of #migration are multiple and can't be reduce to the political will 'at destination'.

Thread on #Italy: 3 months after elections, Italy has a government representing 50 per cent of Italians. Any other solution would have seemed confected and undemocratic. The Five Star and the League will now have to come to terms with the reality of government @CER_EU
Italy's President took risks by vetoing Savona's appointment as finance minister, yet ultimately prevailed when the League and the 5S came back to the negotiating table and accepted that he would have to be moved to another ministry.
The new government is a hybrid of populism and technocracy, with 3 non politicians as ministers, including a minister from Monti's government as foreign minister.

1 - There is a lot of confusion over why Italy’s President #Mattarella chose to veto Paolo Savona as finance minister, leading to the collapse of a possible 5 Star-League government. Here’s a short thread explaining what he said last night. #Italy
2 - The main problem was Savona’s explicit support for a ‘Plan B’ to leave the euro - which he did not withdraw before receiving the nomination. This plan had to be secretive, according to a set of slides he co-authored in 2015.
3 - If you are an investor in Italian bonds and you think the finance minister may have a secret plan to leave the euro, what you do? You sell your government bonds, as you fear you will be paid back in a less valuable currency (Lira). This causes a self-fulfilling crisis.

Given the political dynamics in #Italy, it is time to dust off my analysis from 2016 - 'Eurosceptics in Power' - on how Eurosceptic parties have influenced EU policy making both in the EP and when in nat. government

Four points stand out in particular:
First, Italy is not the first instance of eurosceptic and/or populist parties entering national government.

Elite consensus on EU integration has been waning for a long time - reflecting the more sceptical attitude in many member states.
Second, in decision-making at the EU level they acted (largely) constructive. Voting data from the Council revealed no strong increase in vetos or 'no' votes after Eurosceptic parties entered nat. governments.

Exceptions to this are migration and institutional questions

1) Five Star and the League expect the @ecb to forgive 250 billion euros in Italian bonds bought via quantitative easing, in order to bring down Italy's debt
2) The two parties want to re-open European Treaties and to "radically reform" the stability and growth pact. The coalition would also want to reconsider Italy's contribution to the EU budget.

1. As I have been personally saying since the first election results (see here ) and despite a broad general skepticism on it in #Italy, a LEGA-M5S government was the only possible, given the circumstances after the vote. So, now we are very close to it.
2. Five Stars Movement (M5S) leader Di Maio and LEGA leader Salvini have been negotiating for days on a coalition contract (like in Germany). There have reportedly agreed on many points (we'll see later). But the big hurdle is: who is going to be the new Prime Minister?

1. Today LEGA leader Salvini and M5S leader Di Maio had a phone call. It is the 1st actual, concrete contact between the two after #Italyelection2018, after pretending to ignore each other. It was “a frank and kind call”, they said. But what did they discuss on the phone?
2. Well, according to official statements, they primarily discussed the question of the two Parliaments speakers (House of reps + Senate, it is the first stel after elections), stressing the fact that the matter is “unrelated” to the formation of a potential government
